State Harmonization: Can the Patchwork of State Programs Work Together?
With the proliferation of varied state and now local electronics recycling legislated programs, and no immediate prospect of a national program, various stakeholders are looking at ways the existing programs can harmonize common elements. At this workshop, representatives from the National Center for Electronics Recycling and state agencies will present information about current examples and potential future areas where state programs can work together to create efficiencies.  The workshop will also encourage feedback from recyclers, manufacturers, NGOs, and other on areas for collaboration within the existing state laws. Workshop presented by the National Center for Electronics Recycling (NCER)

September 16th from 1:00 pm - 4:00 pm
$100 general / $75 government attendees

International Electronics Recyclers Institute
The International Electronics Recyclers Institute/IERI (the educational affiliate organization of the IAER) will again hold an Educational Program on Electronics Recycling in conjunction with the E-Scrap Conference. Four half-day short courses will provide timely and popular topics that will be covered in an interactive, instructional format with handout materials.

Doing Business in a Regulated Environment
Over the last 5 years, 14 states and one local government enacted various forms of regulated electronics recycling programs.  While all of these programs provide funding in some manner to the recycling industry, the impacts vary widely depending on the structure of the regulated system.  This course will examine and provide a basic overview of the four main types of regulated programs and engage participants in an interactive session focusing on real-world scenarios for recyclers wishing to participate in these state programs.  Course Organizer: Jason Linnell, National Center for Electronics Recycling (NCER).
Instructors:
Jason Linnell, NCER
Aaron S. Blum, Electronic Recyclers International, Inc.
Billy Andrews, Uniwaste Services Corp.
Craig Lorch, Total Reclaim / EcoLights NW
Toral Jha, Cascade Asset Management

Exporting in the Electronics Recycling Industry: What You Should Know
Export has been a controversial topic in relation to electronics recycling. This course will provide objective perspectives and facts on several important topics relating to export markets in the electronics recycling industry including; regulatory issues, compliance standards, materials of concern; re-use markets, and a look at the economic realities of domestic vs. export processing. Course Organizer: Peter Bennison, Metech International

Certification and Best Practices for the Electronics Recycling Industry
Certification in the electronics recycling industry has become one of the most important topics for recyclers, governmental agencies, manufacturers, and customers of the industry. The consensus among stakeholders is that there needs to be minimum standards that should be met by any organization in the business of electronics recycling. This course will focus on the scope and status of the major certification programs for recyclers (IAER, RIOS, and “Responsible Recycling Practices”) currently in use in the industry – as well as how to prepare for certification.  Course Organizer: Andy Ewing, Earth Protection Services, Inc.
Instructors:
John Powers, Integrated Solutions & Services, Inc.
Tod Delaney, First Environment, Inc.
John Lingelbach, Decisions & Agreeements, LLC
Andy Ewig, Earth Protection Services, Inc.
