CalRecycle has prepared an initial study and negative declaration regarding revised regulations [1] for the Rigid Plastic Packaging Container program. The key regulatory changes include a lack of exclusion for buckets, tubs and clamshells; the elimination of the ability to substitute post-industrial material for post-consumer material for compliance calculations; resin switching will no longer be allowed; and new rules on retention of records. The public comment period on the IS/ND begins today and runs through Dec. 5.
